中國政府行為的一個特征是注意力的戴帽競爭而非直線競爭,即職能部門本可利用業務指導權開展工作,卻選擇借助黨委政府的權威地位推動工作。本文通過近距離觀察司法廳案例,對傳統的多委托多任務理論進行帶有中國色彩的改造性詮釋和競爭性對話,提煉適用于分析戴帽競爭的多委托多任務框架。研究發現,在中國政府內部,多委托方的權威地位迥然有別,呈現三元差序格局。弱委托方單向依賴強勢委托方,組內比較而非組間比較。多任務的激勵強度首先取決于隸屬委托方的權威地位,其次才是量化獎懲程度。這一結構總體內生了注意力的戴帽競爭行為。這種差序結構進一步衍生三個后果:(1)權威地位的"馬太效應";(2)制度創新競賽;(3)人格化而非法治化的治理方式。總之,這一研究為理解中國政府運作提供了一個重要視角,并對傳統的多委托多任務理論有所推進和拓展。
