政府需要跨部門協力治理,肇因社會問題的複雜化及深層化,政府單一部門無法獨立解決,必須跨不同的行政組織共同參與，甚至聯合NGO,NPO等組織跨域協力治理。...本研究始嶨012年開始觀察、訪視，至2015年前後歷時三年...，研究發現以推動全國新住民火炬計畫為，例跨兩個公部門推動跨域協力治理，火炬宛若巨鼎，要三柱鼎立(權限範圍、預算資源、領導特質)在堅固的盤石上。....跨域協力治理現階段以官僚體系為骨幹，實質是靈肉分離的幽魂。...鼎立三柱的通則性規範，似可參酌；...其他重要因素尚待發掘，殊難憑有限的研究發現，據以類推到更多公部門或公、私部門的跨域協力治理。...誠難知識擴散。

The cocial wicked problems are so highly complicated and deep-seated that the unity of government could not resolve alone. The gorvernment needs to cllaborate with the different public and some organizations including the NGO, NPO. ...From Nov. 2012to May. 2015, Iemployed many ways of the observation, interview, phothgraph, recording, and notes.....The torch is building in the form of deep torch pot as three big pillars that were made of "authority boundaries, Budget and Resource, Traits of Leaders".... The fingings of two public units of the cross boundaries collaborative governances, the contents of three pillars apparently differ from same units not only the same level of constrctions...The generalization of findings is not availavle for the more mumbers of collaborative participants, unless the rules of the three big pillars....the knowledge diffusion should be hold currently.
