各級學校教師必須瞭解的防災知能有下列四項：災前該如何預防及整備、災害發生時的可能狀況、災害發生時該如何應變、災後應如何進行有效的復建。 師資為防災科技教育人才培育最重要的環節，若能透過適當的師資培育機制，將已編撰並經過試教、審核之防災教材，經由不同層級的教學推廣，使各級學校的學生瞭解各類型災害之防災知識，以提升各級學校學生防災能力，同時妥適運用於生活層面上，災害發生時，整體的損失及傷害就會降至最低，以達到防災科技教育之目的。 本研究整合與各災害相關之地球科學教育、師資培育、地質學（地震）、大氣科學（颱風、洪水）、自然地理學（坡地）、地震災害防災規劃、人為災害（火災）等專家學者，採用文獻分析、研究計畫團隊會議、訪談各縣市教師輔導團培訓方式、辦理專家及中小學教師及行政人員諮詢會議等方式，規劃包括：地震、颱風、水災、土石流、天然災害及火災等人為災害之防災科技知識、防災技能及災害防救管理等防災師資培育機制及課程，防災師資培育機制及課程之試行則結合設施完善、極具師資培育經驗的國家教育研究院籌備處作為試行基地。 培育機制將防災教育種子師資分為中央級、縣市級及在校級，並訂定各級師資的防災綜合能力、遴選對象、方法、培育方式與評量標準、獎勵等機制，經由辦理縣市級及在校級各兩梯次共有將近2000人參與之防災師資培育試行研習，根據研習後學員的意見再修正研擬之機制，以達到防災師資培育機制有效可行的目標。

The education of disaster prevention shall include awareness of disasters, attitude toward prevention, preparation beforehand, appropriate countermeasures, schedules drills, establishment of community based on prevention units, participation, training programs for teachers, safety warning signs for public buildings. In this training teachers mechanism of disaster prevention, we coordinate some specialists or scholars about training geosciences education teachers, geology (earthquake), meteorology (typhoon, flood), geography (debris flow), man-made disaster (fire). We have designed a systematic curricular for teachers training of disaster prevention, including disaster knowledge, skill and maneuver. The education contents must be focus on natural disaster and man-made disaster. Teachers of disaster prevention divide into three levels: the national degree, the county-base degree and the school-base degree. They must serve different objective, capacity systematic course, assessment standard, etc. Based on training teachers mechanism of disaster prevention, we hold two workshops for the county-base degree and the school-base degree, and modify the designs according opinions of teachers.
