香港的公民教育曾被批評為「無民族」和「無政治」取向,使到很多教師和學生的政治知識和價值觀匱乏,引致政治冷感。可是,香港由英國回歸中國管治後,我們不難發現很多中學生參與社會辯論和請願遊行。本文旨在報告一個探討香港中學生轉化為積極參與公民的個案研究。本研究以質性取向,藉著與十八位中學生、兩位大專生及兩位中學公民教育教師進行深度訪談,探討公民教育的政治社會化作用和中學生如何被轉化為積極參與公民。研究結果顯示公民教育教師的角色在社會化過程中起著關鍵作用;他們的個人信念和教學方法,有助培養學生成為積極參與公民的意識;研究同時發現,在轉化的過程中,學生透過體驗學習,探索社會事件及參與社會服務,促使他們關注社會爭議議題或親身參與,從而衍生公民權責和公民身份等強烈意識。
The approach of Hong Kong’s civic education has been criticized as “anational” and “apolitical”. Thus, many teachers and students are found politically apathetic due to their lack of political knowledge and values. However, after the return of Hong Kong’s sovereignty from Britain to China, a lot of secondary school students have participated in debates on social issues and social petition. This paper aims to report an exploratory case study on how Hong Kong’s secondary school students are transformed to be active and participatory citizens in the educational process. Through in-depth interviews with two students from higher education institutions, 18 secondary school students and two civic education teachers, the findings of this qualitative study depict that the role of civic education teachers are of paramount importance in the process of political socialization. Their personal beliefs and teaching methods can significantly help nurture students to develop a sense of active and participatory citizenship. The study has also found that during the socialization process of civic education, encouraging students to take part in social services and experiential learning and to explore social issues will enhance their civic commitment. They will then gradually be embedded with strong senses of citizenship and civic identity.
