The study evaluates the feasibility of merging District Offices and District Household Registration Offices of Hsinchu City by survey and in-depth interview. There are several findings in this research: 1. 47.27% of the sample supports the reorganization plan, while 28.52% of the sample against it. Members from District Offices consent to merge the two agencies with a plurality (52.73%). In contrast, members from and District Household Registration Offices oppose the reorganization plan with a plurality (41.76%). Sample from in-depth interview shows only three of them against this reorganization plan (n=12). Due to the intense interactions between District Offices and District Household Registration Offices, merging the two offices could downsize the public employees, reduce the financial burden, and enhance efficiency. In this study, we provide the following suggestions: 1. Abolishing District Household Registration Offices and transferring its tasks under the jurisdiction of District Offices. 2. Proposing the amendments of related laws. 3. Formulating other reorganizations of secondary agencies of local governments if possible.
