　　　　　綜觀八○年代世界各國政府部門公共服務運用之改革，誠如 Gerald Caiden 所言：一個行政革新的時代已然來臨。然而，此八○年代所顯現的世界性行政革新風潮，與古典「行政革新」的內涵有何差異呢？各國在政府實務上，藉由連串的改革策略，又對傳統「行政革新」方案，如何革新？同時，在部份論者仍是微觀的無法適應公共行政構念的誕生（例如市場與管理、公私部門互動、導航型政府再造等），對政府內外系統環境的變遷提出質疑時，是否行政管理實務及理論之作者，已經察覺此一「典範變移」的事實，而有過深入的探究呢？ 本文主旨即在回應前述之省思，並藉由當前此一趨勢主要國家英、美、紐西蘭之檢視，結合學理，歸納出當前政府再造的主要議題。其次，針對觀察及分析結果，作者試提「政府再造理論建構模型」，以作為革新「行政革新」等策略之參考典範。最後就模型架構下，所可能存在之辯論議題提出釐清及建議： 一、政府再造可以孤絕於政治系絡之外嗎？ 二、立法部門在「政府再造」中的角色為何？ 三、政府再造中的政治領導者角色到底為何？ 四、「政府再造」是否是一項虛幻的「管理主義烏托邦」？ 五、「政府再造」是否沒有學術理論基礎？ 六、什麼是企業精神政府的正確解釋？ 七、「政府再造」中，民營化之責任歸屬問題？ 八、「政府再造」是否一定做不到（ We can't afford it ）？ 九、「政府再造」是否即是「行政革新」？ 十、公共行政的典範範圍是否因「政府再造」概念而縮減了？
　　　　　Reviewing the administrative reform worldwidly in 80's, G. Caiden described that administrative reform comes of age. However, what were differences between the administrative reform in 80's and the classical "administrative reform"? How to reform the traditional alternatives of "administrative reform" by urrent government's operations? As some researchers could not accept the new constructs of public administration, in fact, the paradigm shift of public administration was already processing. The purposes of this paper are to response the reflections above. Also the author tries to conclude the major issues of "reengineering government" by examining the trend of three countries: Great Britain, New Zealand, and the United State of America. This paper will propose a theoretical model of "reengineering government" as the strategies of reference for reforming "administrative reform". Finally according to the model, the author will answer ten debatable issues related the topic of reengineering government.
