When Japanese armies suppressed opposition forces in 1895, the first Taiwan Governor Sukenori Kabayama considered that Keelung Port was the important harbor between Taiwan and Japan, and it must been built as soon as possible. He tried to secure funding from the Japanese Cabinet, advanced to set up the Commission of Keelung Harbor Construction. In 1896, the Commission of Keelung Harbor Construction was instituted, and carried a variety of port investigation and measurement out. At this time, the Keelung Port was planned as a naval port for priority, and commercial port for secondary. In the reason for "correct construction of the port business policy", the Commission was stopped by the Governor Kodama Gentaro in 1898, which investigation was not over yet. Investigation affairs were handed over to the Civil Division. The Commission proposed by Keelung Harbor Construction policy was very different with the future construction of the port. This paper is based on official documents and newspapers, and magazines written. I will organize the ignored history of the Commission of Keelung Harbor Construction, Include the setting, composition and survey results, and moreover to explore around the issues of Keelung Harbor Construction in the early Japanese colonial period, then analyzes the significance of Commission’s retention and abolition.
