In the realm of administration, effective implementation of plans mainly hinges upon organization. In the planning and control of land use, for instance, whether the structure and design put forth by the planning agency have suitable connections with the content of the plan w迎decide whether the goals of that plan can be achieved. Ever since its adoption by Great Britain in 1947, developement permit has proved to be an effective means of control As the granting of permits not only must be based upon legislation, but also results from the use of adminis-trative discretion, it follows thst between the planning agency, the regulating authority, and the means for develepment control there exists a close relationship, in which the structure of the regulating authority has the leading part to play in enforcing the control and realizing the goals of the plan. The purpose of this article, besides exploring the ideas of organization, is to probe more deeply into the role, the organization structure, the function as well as operation of the regulating authority through an analysis of the changing background of development control in Britain and also the structural and the dynamic aspects of the regulating of the regulating authority
