Thanks to the everlasting renewal of computer network and communication technology, the "World Wide Web" (WWW) equipped with the hypermedia and internet functions has been prevailing the world in very short time. The well-developed new media and technology, combined with the swiftly transformed knowledge and occupations, made the lifelong learning indispensable. It also keeps on affecting the traditional teaching and learning strategies and leads to an overall educational revolution. However, the application of this powerful new media does not automatically result in an effective instruction. To capitalize its advantages and to enable the instructional designers to choose appropriate teaching strategies, it is necessary to examine the related learning theories, appropriate learning strategies, suitable learner characteristics, and potential obstacles on instructional applications based on the nature of this new media. This article is written to fulfill these tasks.
