This article talks about the planning process and the strategic guideline plan for the Chung-cheng and Ta-an Districts of Taipei. Studying the area more comprehensively and allowing its citizens to participate in making sense of reality are two different approaches to the planning process. Comprehensive study involved four aspects of the area--the historical, social, industrial, and spatial dimensions. The planners also held several meetings to keep in touch with different groups supposed to reflect general public interests in the area to find out their demands and requirements. An image of a divergent, complicated and dynamical urban centrality in different historical stages was thus constructed: the Chung-cheng District and the Ta-an District play different roles. The Chung-cheng District has been a symbolic center of history and politics since Han people built Taipei City 119 years ago; The Ta-an District, a newly rising area after World War II, has become the most active and innovative enterprise center of the service industry in Taiwan. However, the indicators of centrality show that this area has been losing its advantage over the last few years, especially in the productive service industry. This is a warning sign for Taipei's ambitions to become a global city. In addition, the lack of high quality public services, such as an efficient and convenient mass transportation system, green and blue areas for leisure, recreation and resources preservation, active community centers to create more social interaction between people and so on, also make it difficult for Taipei to compete with other metroplises in a competitive capitalist system. This is why in order to maintain the advantages of this area, a major goal of the strategic guideline plan is to integrate the bureaucracy, the enterprise system and the high quality labor training system. Furthermore, transforming such integration into physical plans, especially how to use actively and efficiently public land to raise the environmental quality is the most important strategy. After all, this strategic guideline plan is to lead following plans to make the goals come true.
