政策創新與擴散的既有研究主要關注創新擴散的模式、動力與機制,相對忽視了政策本身及其屬性對政策擴散的影響以及政策內容如何在擴散過程中演變。本文以中國棚戶區改造政策的擴散過程為案例,運用政策擴散理論研究政策屬性如何影響政策擴散,以及政策創新采納后如何被實施。研究發現,棚戶區改造政策既可以改善困難家庭住房條件、緩解相關社會問題,又能夠促進經濟增長,這種發展型社會政策的特殊屬性影響了該政策的擴散速度和擴散范圍。研究還發現,政策內容會隨著政策擴散過程發生變化,政策創新的采納與采納后的政策執行不同步,且呈現出較大的地方差異。
