     美國2001年初等及中等教育法案的修正,是布希總統的重要政策之一。其不僅在2001年獲得參眾二院協商會議審議通過,且業經布希總統於2002年1月8日簽署執行。該法案係屬一部綜合性的法案,重點內容雖以「No Child Left Behind」為題,但實際有每年測驗、績效責任、擴大彈性、提供家長更大選擇、確保兒童能閱讀、提昇教師品質、加強英語精熟以及提供經費補助等重要內容。雖然其也面對各州未做好測驗準備,師資嚴重不足,改進重組學校困難以及實施雙語教育兩難等的挑戰,但對我國國民教育確有如下的啟示:(一)對重大教育法案應採公開辯論協商的態度,以凝聚改革共識,冀求未來推動的順利;(二)在政策或法案正式定案前,宜先行以方案或計劃方式局部試行,以了解法案周延性;(三)中央教育經費補助重點宜鎖定在學生教育品質的提升,尤其是應用在學生、教師與教室上;(四)教育的任何補助除重視投入,未來更應強調績效產出;(五)給予地方學校充分彈性,同時課以負起全權責任;(六)繼續加強辦理弱勢學生的各項輔助計畫,以貫徹教育機會均等的最高理想。
