在我國逐步隨著全球化的步伐與世界市場整合的過程中，理論上同樣能預期出現與其他國家類似的新貧窮與新不平等問題，在比較歐洲國家的兒童政策後，我們似乎應該思考自己的兒童政策，以有限的資源提高福利的效用，一方面能達到兼顧公平，另一方面能從兒童生長的實際生活脈洛的機會結構中去建立我國的福利分配原則。因此在考察我國迴異於歐盟的社會現實狀況下，普遍式等同的兒童津貼政策似乎對提昇總體兒童福利的效能是有限的。然而，過去殘補性的社會福利政策必須維持，因為以家庭、社區共同體為核心的弱勢團體依舊存在，而且可能隨我國加入世界貿易組織後因為弱勢的地方與個人屬性被邊緣化而更加明顯，然而另一方面，以地方差異為特徵的社區權能概念也說明了不平等的機會結構可能還是個人不平等的主要原因，從這個角度來看，福利資源的分配應該可以採取較理性(最大效用)與積極(以生產性替代消費性)的方式，結合地方網絡組織解決共同生活脈絡的問題。

With proceeding of Taiwanese integrating into the world market, we could theoretically expect globalized new inequality and new proverty observed in Taiwan society. By comparing with the European children policy, our own specific is relevant to the current situation. The European model seems more and more questionable by its transplantation into Taiwanese society. Hypothesized universal and equalized allowance distribution deliver no hints of significant effects. By fixing the coincided goals of social equality and welfare utility under restraint of governmental more and more limited resource, the alternative of our welfare principle should be established in a context of children’s life world, i.e. their opportunity-system. But the former subsidies policies cannot be given up because the community and family problems are still unsolved, if not even more serious. Nonetheless, the internalized externality will become tougher for some marginalized social groups after Taiwan’s joining in WTO. Since the community context and family competence can better explain the individual welfare level than some other individual attributes, the welfare resource could be more active, i.e. more productive and hence more rational, i.e. with higher utility distributed instead of simplified welfare consumption. Through regional functions of social network, the financial and social tension could be hand-in-hand reduced in a positive way.
