This paper depicts the concepts of e-Learning of which refers not only to electronic learning, online learning, distance learning, but also to everyday learning, everyone learning, everywhere learning, and the so called flexible learning. It analyzes the background of its development, delineates the current development, and illustrates possible research issues in terms of technical, quality and economical concerns. Strategies for developing e-learning in various levels, e.g. government, institutions and schools are suggested.
