題名：部落觀光衝擊認知的探討--居民參與以及觀光發展階段影響之論述

許多原住民部落憑藉先天優勢—豐富的自然及人文資源發展觀光旅遊，部落經濟因此改善：此一景況使得觀光發展成為不少原住民地區振興部落的另一種選擇。然而原住民部落推動觀光並非是部落發展的萬靈丹，許多負面的影響可能(而且已經)產生。本研究主要關心的課題即為部落觀光發展的衝擊認知，並且深入分析「居民參與」以及「觀光發展階段」的影響。研究結果顯示，整體而言，部落居民對觀光發展給予偏向正面的肯定。居民是否參與觀光發展的決策歷程確實會影響其對觀光衝擊的認知；然更須注意的是「居民參與」對「實質生活環境負面」、「經濟正面」、「社會文化負面」等不同觀光衝擊構面的影響程度以及影響方式不盡相同。因此，當許多人寄望透過部落社區主義或住民參與來處理觀光負面衝擊的時候，必須更精確的掌握居民參與及觀光衝擊認知之間的關係。綜合本研究結果，本文認為觀光發展歷程中對資源「潛在價值」的掌握以及「潛在傷害」救濟措施的建構，是形成最終衝擊認知的關鍵因素，因此也提出含納「潛在價值掌握」以及「潛在傷害救濟」之觀光發展(態度)認知修正模式的初擬。
With abundant and good quality natural and cultural resources. many aboriginal groups have decided to develop tribe tourism. Some of them have been successful and enhanced their living quality. Therefore, tourism is becoming an important development alternative for many tribes. However, tourism is not the panacea for tribe future; many cases also demonstrate that negative tourism impacts can/do occur. Tourism impact is the primary concem of this paper, which also examines the influence of "tourism development stage" and "resident’s participation" on impact cognitions. Study results reveal that in general residents hold positive perceptions toward tourism development. Still, whether residents participate in tourism development or not does influence their tourism impact cognitions. Furthermore, the influences vary based on different tourism impact dimensions, "physical environment", "economic", and "social-culture" impacts. Therefore, we should deal with the relationship between resident participation and tourism impact cognitions more carefully, especially in today's age of communitarianism. In summary, this research concludes that overall tourism impact cognitions are formed based on resident's recognitions of potential values and remedies of potential negative impacts during various tourism development stages. Further, this study also proposes draft modifications for tourism development cognition process.
