自中國大陸1970年代末推每改革開放政策能來的近三十年來，在港資跨境投資為主導下，廣東省管的珠江三角洲與鄰近的分別於1997以及1999年成為特別行政區的香港及澳門逐漸融合為一個跨境區－大珠江三角洲(大珠三角)。以往的研究大多為香港與珠三角的經濟融合是建基於地理接近，文化親綠以及密蛉的人際關係網絡的市場驅動模式。本文則是則出，隨著1990年代末香港與澳門主權先後回歸中國，大珠三角的跨境經濟融合機制發生了範式的轉變，即由以香港企業家及珠三角地方政為主體，自下而上以及力量自發成的模式，逐漸轉變為中央及廣東政府與香港特區政府參與溝通與協調的自上而下與過往市場驅動的自下而上相合的雙軌驗動模式。與亞洲金融危機後東亞區經濟融合邁向制度化趨勢相一致的是，大珠三角的跨境融合自2000年以來亦出了向制度性轉變的新跡象，其標誌是2003年6月內地－香港更緊密經貿關係 (CEPA)的簽署。與此同時，大珠三角的跟境管治也呈現出類似歐盟的多層級管治模即跨境管治分散到中央、特別行政區、省、市和大珠三角地方政府，以及包括商界要政府組織，乃至普通市民等在內的各個相關角色。本文進一步透過案例分析，嘗試揭示這個跨境區的融點和管治在「一國兩制」框架構下的獨特之處。

Since China’s Opening and Reform initiated in the late 1970s, the Pearl River Delta (PRD) under the jurisdiction of Guangdong Province has been integrating with Hong Kong and Macao, which have become the Special Administrative Regions directly governed by the Central Government in 1997 and 1999 respectively, into a unique cross-boundary region entitled “the Greater PRD.” Previous literature has generally accepted that cross-boundary integration of the Greater PRD has occurred in the absence of a formal institutional framework, and is more market-driven via cultural affinity, geographical proximity and personal networks, etc. However, this study argues that there is a paradigm shift towards institutionalization of cross-boundary integration in the Greater PRD since the early 2000s. Meanwhile, a pattern of multi-level governance (MLG), which originated in the European Union to elucidate the dispersion of decision-making across multi-levels of governments including supranational, national and sub-national levels, has been emerging in this sub-national cross-boundary region. Through case studies, this paper attempts to further explore the cross-boundary governance pattern of the Greater PRD under the unique framework of「one country, two systems」.
