This thesis discusses how the local elites in Shanghai participating in this movement are composed and how the participators interact with the official with individual case within the scope of individual participation by the approach of cultural nexus of power and with the theme of Shanghai local self-government movement in the end of the Qing dynasty and the beginning of the Republic of China. The result indicates: the majority of the participators in the self-government movement were the businessmen; as the chainman of the Foreign Cottons Trade Association, Yu Huai-zhi was selected and had participated in the whole self-government movement. In all the cases participated by him, the tobacco forbidding case showed the initiative of the local elites most; moreover, the self-government movement was also easy to be pushed in the road and beneficent cases, which could be regarded as the successful case of the operation of cultural nexus of power. In the remove case, the pace of the case was draggled due to the disagreement among the local elites, and it could be solved until the common sense was produced. The case are most likely to be embarrassed with limited fruit and the function of the cultural nexus of power of the local elites could not be exerted when involving in the interests of other units. As a whole, the self-government movement could only realize the ideal of improving the civicism with the official support.
