霸權國、知識社群、跨國企業、非政府組織、國際組織以及其他行為者，均展現其影響力。然而，在此一趨勢下，國家行為者是否會喪失其影響力，尤其是霸權國能否在參與者眾，而影響力被均分的同時，持續維持其主導國際體系甚至是霸權體系的能力？亦或是如同霸權衰落論者的說法，在其能力與權力減弱之際，再加上全球治理參與者的效應，使得霸權國走上週期循環的結果？還是，霸權國在此一循環中，找到其持續發展的策略？這是筆者所關注的重點。本文透過產品生命週期的概念來理解霸權如何維繫其所建立的體系，以美國為例，當其面臨所謂衰退期之際，能否如同廠商藉由不同的行銷策略，讓舊商品依舊能在市場中生存？準此，筆者試圖將國際建制視為一套霸權國維繫體系的策略系絡，藉以闡釋其主體性--合作的延伸，並透過合作的延展，使得霸權國能以此一載體，推動新的信念與政策，甚至形塑多邊合作以及國際組織的建立。再者，霸權體系在此種系絡中，是呈現出成長、成熟還是衰退？這也衝擊著國際關係領域中理論與實際的比較性研究。本文企圖引用產品生命週期的概念，將霸權及其所建構的霸權體系視為國際社會中的一種產品，在其面臨生命週期之際，亦即，從霸權成形、霸權穩定甚至霸權衰退時以及與國際建制概念形成的過程中，如何調適其行銷策略，更藉以理解霸權體系與國際建制間的關連性。
