高雄市的社區發展工作，伴隨著本土化及在地化的行動，已經呈現豐富且具體之成果，不論是在社區照顧、環境景觀、志願服務參與、健康照顧與治安防災等面向皆有長足之進步。為了能維持當前社區組織既有之成果，並能啟動新進社區不斷成長與進步，「社區培力」與「社區永續經營」概念的普及，當可視為高雄市當前社區發展的重要努力方向與未來之挑戰。因此，面對社會迅速變遷、民眾觀點更替與全球化之影響因素下，如何創新與突破新的社區挑戰與目標，已成為社區發展組織與政府部門優先需要面對與努力的課題。未來配合組織再造縣市整併的既定發展目標，如何配合高雄新都市社區組織的需求與都市發展的規劃願景，應該是當前與未來的重點工作目標。 本文之主旨在於探討社區培力與永續經營之觀點與內涵，以及如何開創社區發展的新契機。本文之主要內容包含：培力的基本概念，社區能力的意義，社區培力方法，社區培力的過程，社區培力的案例。

The work of community development in Kaohsiung City, follow with the action of localizations have been accomplished a concreted results. In order to maintain the prosperity of community organization and encourage the progress of new community association， the concept of community empowerment and community building continuity can be seem as an important dimension and future challenge. Therefore, face on the influences of dramatic social change, globalization, and citizen’s standpoint varies. How to innovate the new goals of community challenge have become the critical issues that community organization and governments need to encounter. In the future, organization reengineering on county and city of Kaohsiung will become the certain objectives to develop. How to set up the plan of city development and the needs of community development will be the important objectives from now on. The main purpose of this article is to discuss the content of community empowerment and sustainable building, and how to create the new opportunity to community development. The main contents of this article include basic concepts of empowerment, community capacity, methods of community empowerment, process of community empowerment, and cases of community empowerment.
