本文提出一個兩部門模型探討台灣在1988年到2006年期間的外商銀行直接投資是否為本國銀行業帶來技術外溢效果。研究結果發現：外商銀行可對本國銀行業具有正面且顯著的技術外溢效果。模型的估計結果也指出：外商銀行在勞動與資本的生產力較本國銀行高；而本國銀行則在資金的生產力較高。此結果的涵義為：僅管外商銀行的直接投資會對本國銀行帶來競爭上的壓力，但透過外溢效果可為本國銀行引進較先進的金融管理方法以提升經營的技術水準，並進一步對本國的經濟成長有所貢獻。再者，由生產要素邊際生產力的差異比較，亦指引了本國銀行可向外商銀行學習改善的方向。本文在文獻上的貢獻之處在於提出一個可衡量技術外溢效果的模型；同時，也填補了有關外人直接投資對地主國技術外溢效果在銀行業研究上的空白。此外，本研究在政策面的意涵顯示：政府當局對外商銀行分行的設立，採取適當的管制作為仍有其必要性。如此，才能避免因外商銀行加入所產生的競爭壓力而對本國銀行造成能傷害。此為臺灣經驗對開發中國家利用外人直接投資發展銀行業所提供的重要啟示。

This paper proposes a two-sector model for measuring technology spillovers from FDI in Taiwan's banking industry during the period 1988-2006. This model allows us to measure the technology spillovers in domestic banks directly and to compare the difference of input productivities between domestic and foreign banks. The result shows that foreign banks have positive and significant technology spillovers effect on domestic banks. This study also points out that the labor and capital inputs are more productive, but fund input is less productive in foreign banks than those in domestic banks. The empirical finding manifests that FDI has helped the domestic banks to upgrade their total factor productivity through technology spillovers. It also highlights the directions how domestic banks should do to improve their productivity of labor and capital resources for domestic banks. In addition, the implication derived from this research is that an appropriate control upon the number of foreign bank branches in domestic market is needed for developing countries to avoid excessive competition from their entries This FDI policy in banking sector of Taiwan could provide a good experience for developing countries.
