當代國防的認知有必要隨著時空因素的轉換而修正，因為夾帶武力使用本質的 境外安全威脅，已不是唯一衝擊國家安全及社會穩定的來源。貿易自由化在串起各國 緊密互動與相互依存的同時，深化國家間磨擦發生的可能性和國內不同群體的立場對 峙，使得衝突在彼此間難以避免。雖然貿易自由化導致的衝突絕非軍事性的，但基於 對國家安全的重大影響，本文主張貿易自由化不能缺少國家安全的思考。2014年3月因 立法院審議《海峽兩岸服務貿易協議》而衍生之「服貿事件」，本文從法秩序與分配 正義兩個面向說明何以自由貿易協定簽署與安全研究(security studies)具有一定的關係。 此外，以被誤解的醫療產業作為代表，本文提供一個簡易但可信的經驗性案例，佐證 貿易自由化在法秩序與分配正義的疏漏，及由此對國家安全可能造成負面影響。

It is necessary to adjust the contemporary perception of national defense in accord with the transformation of the spatiotemporal factors since the external threats with the nature of the use of force are no longer the only source that leads to national insecurity or social instability. While trade liberalization is establishing a closed interaction and interdependence among states, conflicts are inevitable because of the higher possibility of friction and antagonism emerging from either different countries or varied groups within one state. Despite the nonmilitary characteristic of conflicts caused by trade liberalization, this paper, however, argues that the understanding of it cannot make sense without the concern about national security as trade liberalization exerts its solid influence on national security. Based on the Cross-Strait Service Trade Agreement (CSSTA) with the movement that aimed at warning the government attempting to pass the controversial bill in the Legislative Yuan this March, this paper explains the relationship between the signing of free trade agreementand affairs related to security studies from the perspectives of“legal order＂and“distributive justice＂. Further, in light of the misunderstanding of medical industry as an example, the paper offers one empirical case study with simplification and reliability, which shows the backfire deriving from trade liberalization as well as its downside to national security.
