The purpose of this study was to explore the citizen leisure motivation, participation behavior, and leisure constraints in Taiwan off-island areas, and analysis the differences population backgrounds items in the leisure motivation, participation behavior, and leisure constraints. The main methodologies were applied the factor analysis and MNOVA to find the differences in the leisure motivation, participation behavior, and leisure constraints. The results indicated that the gender, marriage, education background, career, personal income, and resident in leisure motivation, participation behavior, and leisure constraints showed the differences. The recommendations are that the off-island can take or develop the recreational activities appropriate for the female and the single residents, design the recreational activities prescription for the different age residents, and provide the vary leisure activities for the different careers, and develop the special recreational activities for the different off-island areas.
