The purpose of this research aimed to understand factors hindering the development of surfing activity in Taiwan. A sample of 210 usable surveys was obtained from athletic players participating in "The 5th Surfing Festival in Jialeshuei", with purposive sampling during, October 2010. A purposive sample of six people served as participants. Results showed that the factor of "family and economy" was considered the main reason hindering participants from involving in surfing activity, "environment and social activity" came in second, and "self-limitation" was less concerned. Overall, factors hindering the development of surfing activity in Taiwan included "cultural values", "regulatory constraints", "transport services", "professional certification", and "environmental resources". Based on the results, future studies can target at non-athletic population to extend our understanding in a more comprehensive way.
