本文主要討論1997年7月2日開始的亞洲經濟危機對台灣的都市領域之衝擊，並做一點理論討論。首先，我們說明亞洲經濟危機在台灣所經歷之高層放話干預金融領域，以及，國家在都市領域之政策回應，尤其是1998年12月底急就章的“1500億振興建築投資業措施方案"。然後，作者們特別就因此而形成社會運動加以說明。最後，針對資本主義全球化過程中之經濟危機，思考國家與社會的關係，以及都市之實踐意義，提出進一步之理論對話。在國家角色調整上的危機包括：1.國族國家之主權情結，2.發展性國家正當性受質疑，3.國家拙於面對全球化之轉化壓力。它們可以視為亞太的發展與危機存在的矛盾過程所顯示的歷史弔詭。在社會運動的反省方面，作者則寄望於以都市做為抗爭之基地，思考全球化的新形勢。

　　　　　This paper discusses one of Taiwan's responses to the financial crisis arising in part from the Asian economic crisis, and the social consequence of that response, and concludes with some theoretical remarks. The authors argue tat the Taiwan case has to be understood in the interplay of internal social dynamics of the emerging civil society and external financial flows of the global economy. Both of them are mediated by the institutions of the state. And this is a theoretical interpretation for the historical contradictory process of development and crisis of the Asian Pacific. The focus of this paper is the impacts of Asian Economic Crisis since July 2nd, 1997 on urban domain in Taiwan. First, we describe the processes and consequences of Asian Economic Crisis in Taiwan. Second, we pinpoint the urban policy initiated by the state, especially the "Construction and Development Investment Redevelopment Investment Revitalization investment. Third, we elaborate upon the reactions from urban social movements. After that, the effects on the housing policy are discussed. In conclusion, we propose three analytical theses of the crisis of global-informational capitalism for further discussion: 1. The expression of the complex of nation state sovereignty in Taiwan. The new nation-state-building project in Taiwan could be hard to achieve in the international geopolitical dependency. However, the local identity politics will create more political tension in the current trends of the split between nation and state as well as in the pressure of penetration from the global and informational flows. 2. The developmental state is becoming obsolete, which is challenged by the new arising, albeit fragmented, social movements of the emerging civil society of Taiwan form the bottom, as well as by the capital of global flows from the top. 3. The pressure from the global transformation on the state marks the historical irony of the contradictory process of Asian Pacific development and crisis lies. That means the state certainly is still there, however the state has to face the challenges in the informational society and to transform itself in the new historical conjuncture. The survival of the Taiwan state, perhaps, indicates the advances the time of the fundamental contradictions of the nation-state in the information age. In the end, depending on the autonomous dynamics of the emerging civil society of Taiwan in coming years, the authors expect the urban domain could work as a struggling site for local autonomy and progressive city-regional governance and as a strategic node in the intercity networks for collective actions.
