檢視當代中國大陸城市基層民主，根據現有的民主化理論，以及相較於農村體制，由於城市社會的社經條件顯然遠適合於民主政治的發展，致吾人不免期待，對岸的民主政治或能於城市社區中萌芽茁壯。惟深入檢討其近年的社區自治經驗，本文認為，城市社區自治仍處於「國家」嚴密管控之下，並未導致「國家」能力的退出或萎縮。另一方面，由下而上的「社會」制衡或自治，並未促成社會力量的生根與茁壯。基於上述，作者進一步中論，作為快速發展的威權體制，無論就資源掌控或能力伸展而言，其「國家」往往得以大幅鞏固、強化其現有體制，對由下而上的民主發展產生抑制作用。本文藉由中國大陸社區治理的個案，闡述民主轉型理論中「政權穩定論」所指涉的各項機制，盼有助吾人進一步解讀東亞民主轉型的經驗。
According to mainstream theories of democratization, cities whose economy being most prosperous and citizens most well­educated will have the best chance to go democratic. Cities in China thus have been expected to be the true cradle of China's democracy. However, based on our field research on community self-governance (shequ zizhi) in several China cities, we find that such expectation has been largely unfulfilled. China's community self-governance has been under the severe surveillance of the CCP party-state. On the one hand, most of the institutional innovations have been initiated and thus controlled by the local state. On the other hand, participation from below has repeatedly proved to be largely apathetic and newly emerging institutions mutually countervailing. In other words, the experiences of community self-governance in several well-developed Chinese cities have been disappointing. Based on such experiences, we conclude that economic development may bring about negative consequences on the pace of democratization.
