題名:客運轉運中心區位評選之研究--以大臺中都會區為例

本研究將針對大台中都會區之轉運中心選址進行評估,並應用分析階層程序法(AHP)與資料包絡分析法(DEA)兩種方法進行評估。本研究係以旅客、業者、管理單位、以及都市發展等層面之年則針對所提出之候選區位進行篩選,以評估出何者最適合成為未來大台中都會區之轉運中心的座落點。由績效審計的觀點,本研究認為資料包絡分析法確實是一可應用於評估大台中都會區轉運中心區位效率的良好工具之一,不僅是由於其完備的學術理論可以解釋結果,同時其模式分析結果亦有助於我們瞭解整體資源使用的狀況,並提供效率欠佳者的改善方向與幅度頗有助於實務上之應用。因此,本研究將以區位相對位置的觀念進行區位選譯的評選,並以大台中地區未來轉運中心區位選址為實例說明所提出之研究方法的應用。此外,本研究方法結合了分析階層程序法以及資料包絡分析法,其分析結果將可提供予產官學界對於政府部門區位評選時決策參考之依據。
As a local government project of Taichung City in Taiwan, plans for the relocation of passenger transfer terminal have been anticipated ongoing. This paper is concerned with the problem of site evaluation and selection for this project. From the viewpoint of Taichung megalopolis, they thought that the process of site evaluation and selection should be rational, open lathe public and easily understandable. In an effort to meet these requirements, we propose a consensus-making method for reaching a group decision, the Assurance Region model of data envelopment analysis (DEA). In this research, we propose a possible decision-making processes patting emphasis on the methodological aspect that the Taichaug city may follow.
