老年人的身體機能及免疫力是隨著年齡增長而逐漸退化及下降，在老年人的身體上常見的疾病不外乎是一些慢性疾病。對於老年人而官，因身體機能的退化及疾病的侵入，對身體造成沉重的負擔，且政府體認到預防性健康照顧對民眾健康提升與降低整個社會的醫療支出有重大影響。本文由文獻探討的方式針對銀髮族的健康促進，以世界衛生組織於1986年所提出渥太華憲章中健康促進的五大面向為基礎，提供居住於社區中的老年人其健康的概念、預防性的行為及如何能夠生活得健康。最後以有效的政策介入，有助於社區老人健康促進相關議題的推動及營造健康的社區，使銀髮族居住於社區中也能快樂地擁有健康的生活品質。

As the population ages and associated epidemiological patterns become clearer, it is important to take a preventive health approach to the allocation of medical care resources. A key challenge for the delivery of health care to the elderly population is how to coordinate or integrate different disciplinary and sectors with health care services. The World Health Organization initiated Ottawa Charter for Health Promotion in 1986; this charter provides the elderly population to actively focus on the maintenance and improvement of health and prevention of disease. In this paper, we review the concept of health promotion planning and propose practical directions for the elderly, to foster a healthy lifestyle combined with a healthy and safety environment.
