本文旨在衡量行動電話基地台設置之外部成本。由於此外部成本無法直接觀察，因此應用假設市場評估法，加以推估。作者設計問卷，並以面訪的方式在嘉義市隨機抽樣，直接詢問受訪者將住家及工作地點附近的行動電話基地台遷移之願付價值；在實證估計上，本文採用雙界二分選擇模型，研究結果顯示：每人因行動電話基地台設置之外部性產生之受害程度，若以金錢衡量約為每年新台幣2,932元；另外，每人之受害程度亦隨著個人之年齡、教育程度、風險認知及運動習慣之不同而有顯著差異。
The purpose of this paper is to evaluate the external cost of cellular base stations by the contingent valuation method. We randomly sample 501 residents in Chiayi city in Taiwan and survey the willingness-to-pay of removing nearby cellular base stations by a face-to-face interview. A double-bound dichotomous choice model is employed in our study. Our results show that on average the WTP of removing cellular base stations for each person is about NT$ 2932. Moreover, the degree of suffering from the base station also depends on the level of education, frequencies of using a cellular phone, risk perception, and habit of exercise of individuals.
