美國通過第十號憲法修正案後，邁向二元聯邦主義國家，聯邦與州政府關係有憲法保障，州與地方政府的關係與權責，則由各州憲法與州議會決定，致使地方自治權限受到州政府及議會的控制，1868年愛荷華州法官約翰．狄龍的判決，更強化州議會掌控地方政府的情形。美國十九世紀末開啟工業化與都市化發展，州議會限制地方政府自治權限、過時條文與有限權力無法讓地方政府應對日益複雜的問題，致使地方政府間團結爭取自治權，形成全美的爭取地方自治權風潮。 1890-1920年間是美國的進步時期，掀起首波爭取地方自治權運動，鬆動州政府及議會掌控的局面，開放地方政府自治憲章權限，展開地方政府多樣化體制的變革實驗，影響後來美國地方自治與公共行政的發展。本文將以歷史考察的途徑，探究美國地方自治發展的演進，以及十九世紀末地方自治運動的歷程。

The US central-local government relations of is dual federalism until the enactment of tenth constitutional amendment, and there is a constitutional guarantee between federal and state governments, and the federal government can’t engage in affairs between state and local governments, so the state Capitols have great influences upon the autonomy of local governments. John F. Dillon, a judge of Iowa State, his judgment in 1868 strengthened the authority of Capitol Rule. In the late 19th century, America was in the age of industrialization and urbanization, the Capitol Rule and outmoded laws hindered local governments to deal with wicked problems, a lot of local governments united together to strive for more powers of local self-government. The movement began from 1890s to 1920s was the first wave of striving for powers of Home Rule and it changed the condition of Capitol Rule, many states began to expand powers of local governments and started plural institutional innovations and experiments, the outcomes of Home Rule Movement in the late 19th century influenced the coming development of local self-government of America.
