面對治理研究的文獻廣泛與理論觀點多樣並陳,本研究選擇以質化途徑來進行研究,從實際個案出發,運用個案研究策略和深度訪談與次級資料方法,目標是建立一個與治理有關的理論模式。研究的個案來自於2012年3月內政部與教育部共同推動的「全國新住民火炬計畫」。讓新住民女性及其子女融入我國社會,社會包容多元族群、肯定多元文化,是政府重要的政策之一,相關政策與計畫的推動、執行,涉及不同機關的職掌與業務。此計畫將治理的運作從之前地方政府的實施提昇到全國規模,透過兩大部會、各縣市行政單位、各地方學校及民間團體等組成之治理群體,進行行動方案的設計和執行,共同提供新住民及其子女照顧、輔導與服務。本研究主要關心此計畫之治理結構如何與公共政策連結、運作過程和涉及的行政管理議題之認識,有哪些主要的概念和次概念能夠用來詮釋,以及如何形成整體的、適當的理論模式來理解此計畫中與治理有關的複雜現象。
本研究的目的是:一、探索全國新住民火炬計畫理論形成的主要元素和組件。二、描述全國新住民火炬計畫的治理主要元素之間的關聯。三、提出一個系統整體的理論模式提供詮釋和實踐的理論運用。四、從研究中得到的反思。研究分成兩個階段進行,建立在三大核心主題之上:治理結構、治理過程和治理能力。第一階段研究透過深度訪談與官方檔案、文件等方法收集資料,以及進行編碼、分析,獲得與三大主題分別有關的概念元素和組件。第二階段以系統全觀途徑連結不同概念元素與組件形成的整體理論模式,運用於火炬計畫個案詮釋分析。
三大主題分別由下列相關元素與組件構成:
一、 治理結構:行動者、目的、任務、行動者關係結構(垂直層次、水平網絡)、關係屬性、模式特徵。
二、 治理過程:政策過程、制度化的互動、協調溝通過程、經驗分享與學習過程、督導與考核過程。
三、 治理能力:基層執行(包容、接近、賦能)、制度(實現整個計畫所需的制度設計、兩套制度的衝突與磨合)、適應(學習、彈性、知識轉移)
以系統觀所建立的整體性的理論模式稱為「治理系統」。本研究繪製全國新住民火炬計畫治理系統圖來說明系統中不同的組件、元素及關聯,並分別闡述治理系統與環境之關係、整體系統的時間向度觀察。最後的結論與建議部分,包括研究結果摘述、研究反思、政策建議與未來的研究建議等。
The “Taiwan New Resident Torch Program”, which is implemented from 2012 to 2014, is administered through interagency and interdisciplinary collaboration among the MOI, the MOE, schools of all levels and private sectors. This paper explores the structural model and processes of a governance model and the governance capacity which might affect the governance performance. Using the case study strategy, in-depth interview and secondary methods, this study identities structural properties of governance networks such as size, level and composition in the case. The functions include decision-making, guidance, management and operation. Governance process consists of the interaction and reciprocal feedback between actors at different levels of governance. Otherwise, the thesis takes a dynamic perspective on interaction and adjustment, and explores what change over time. Based on governance model maintenance, program implementation, and adaptation to change in the context, this paper has tried to lay out the different governance capacity. In the second phase a holistic theoretical framework is suggested for theoretical development. This paper advocates a whole system approach to the design and improvement of the theoretical model and practice for policy and governance in a complex world.
