隨著近代跨域公共事務功能領域的外溢影響、多元議題的相互
聯結，以及多元行為者的過程涉入之演進，「跨域問題」一則涉及
跨越轄區範圍（jurisdiction）的實際地理範疇或空間領域，一則更是
涉及了管理領域的多樣性變革。建立一套新型態治理模式所欲揭示
的關鍵邏輯在於更能符合各種多元需求的因應體系，以追求實質善
治（good governance）的目標。本研究就解決跨區域公共事務的諸
多跨域管理制度試圖作一全盤整合，並類型化分析治理理論，就
「垂直關係─水平關係」面向和「府際關係─公私協力關係」面向
建構跨域治理的四種演化類型：中央與地方府際關係（第一面
向）、地方政府間關係（第二面向）、政府機關與公民社會關係
（第三面向），以及政府機關與企業組織關係（第四面向）。
就跨域公共事務的管理邏輯而言，在治理面向上，政府組織有必要重視如何透過突破單一層次的「平面治理」，朝向多層次的
「立體治理」之思維模式建構，已成為晚近從事跨域治理研究的學
者之一大挑戰。本文擬以新制度論（new institutionalism）所提出的
相關學理， 透過制度變遷所出現的「路徑依賴」（ path
dependence）現象，解釋公共事務產生跨域性的質變同時，政府治
理模式如何進行變革以順應當代時空需求，最後進一步解釋全局治
理（holistic governance）的演化，如何企圖為連結「平面治理」與
「立體治理」之間的層際藩籬，找尋一個可以貫穿的管理邏輯。
Along with the development of transboundary public affairs, the mode
of governance needs a set of new management ideas which pursues the goal
of good governance. This research uses the vertical-horizontal relationship
and intergovernmental and public-private partnership to construct four
governance models: (1)The central and local governments relationship;
(2)Among local governments relationship; (3)The government and civil
society relationship; (4)The government and enterprises relationship. Based
on the new governance of transboundary public affairs, how government
transforms itself from traditional government to holistic governance poses a
big challenge for governance research scholars. Finally, focusing on the new
institutionalism, this article discusses the path dependence to explain the
evolution from traditional government to holistic governance.
