With the rising awareness of environmental protection, renewable energy has become a much discussed issue in the making of government policy. Germany, among European Union member states, has written many successful stories in the development of renewable energy and technology. Starting from the 1980s, German government has dedicated to restructure the country's energy sources and to strengthen environmental protection consciousness of its citizens. Owing to such increasing concerns on energy issues, the Green Party came to power and gradually dominated the implementation of sustainable energy policies in the 1990s. In 2000, the Renewable Energy Sources Act (Erneuerbare-Energien-Gesetz, EEG) was passed, which has formulated a complete legal system for sustainable energy. This paper concerns on the development of renewable energy policies and strategies in Germany, for they provides a rich source for studying sustainable development, national energy security, and the participation of civil society. In addition, Germany's experience of working with EU to regulate renewable energy policies also helps us to understand regional public management in EU. More importantly, using Germany as an example, this paper intends to shed some light on Taiwan’s planning of renewable energy policies.
