後冷戰時期美國歷經國際政治權力結構的重大轉變,國家利益與安全需求成為影響美國對外軍事行動的主要變項。為維繫日益擴張的國家利益與相對安全需求,美國軍事戰略發展出一套可支撐自和平時期到衝突競爭時期,靈活、彈性且具遏制能力的低強度衝突行動模式。
美軍充分運用此行動邏輯,將軍事能力介入全球攸關國家利益的關鍵地區。並以非戰爭性軍事行動及當前的「穩定」暨「支援」行動,積極遂行、參與符合國家政治目標的低強度衝突行動。換言之,美軍低強度衝突行動自冷戰時期發展至今,此種明顯別於因應戰爭威脅的軍事行動模式,已逐漸變革為美國拓展國家利益與達成政治、外交、經濟和心理等戰略的絕佳途徑。即以明顯的非戰爭性軍事行動遂行國家決策階層的政治目標和利益競奪。
論文即是由上述觀點出發,藉以現實主義強調利益與安全的經濟分析取向,架構出論文的研究假設與變項關係。再由後冷戰時期美軍實際執行的軍事行動中,論證低強度衝突行動的政治意涵,及檢證國家利益、安全環境與軍事戰略等三個主要自變項對美軍低強度衝突行動概念轉變的影響。此研究過程可掌握美軍軍事行動的脈動,並預測未來軍事介入的可能動向。
The authority structure of international politics has been changed after post cold war period; the United States considerations of use of forces depend on national interest and security. The U.S. developed a flexible and deterrent model of low-intensity conflict operations to support the military strategy from peacetime to armed conflict period and to maintain national interest and security demand.
The United States projected military power into key areas referred to national interest in global world. Using military operations of other than war to maintain and support national political goals. In other words, engaging low intensity conflict operations, which are different from war, became a better approach to take national interest and to get strategies of politics, diplomacy, economics and psychology. This method is oblivious to fulfill political aims and contending interest by military operation model of other than war.
This thesis focused on above mention to emphasize interest and security on economical approach by realism and to construct reach hypothesis and variable. The author also wanted to verify the affections between three variables that are national interest, environmental security and military strategy and the changing concept of the United States Armed Forces engaging low intensity conflict. The goal is to understand the temper of American military operations and to foresee the possibility of military intervene in the future.
