Research on paternalistic leadership has been quite abundant, and there are quite a lot of research literatures in Chinese areas. However, few literatures systematically discuss the paternalistic leadership of NPO (Non Profit Organization), and there are relatively few researches on the promotion of community industry (with special culture and region) by paternalistic leadership of NPO. Because non-profit organizations emphasize that the benefits of leaders and their members after performing tasks are spiritually oriented, this is different from the general literature on leadership, which mainly focuses on economic benefits for for-profit organizations. Non-profit organizations are often established in areas that are weak or relatively low interest areas, or important institutions and industries related to the overall national public interest. Therefore, Taiwan's indigenous groups are in the above conditions. From the perspective of value co-creation, this study attempts to explore the context of paternalistic leadership of indigenous non-profit organizations in promoting community industry mechanisms in Taiwan's indigenous areas. This study proposes three constructs, namely, paternalistic leadership, social capital, psychological capital, and value co-creation, to explore the value co-creation mechanism of paternalistic leadership in non-profit organizations promoting community industry in Taiwan Indigenous areas, and to establish a conceptual framework. The research method adopted in this study is qualitative research, and a variety of methods are used to collect data, and then the data triangulation is carried out. Finally, the thesis is put forward after literature deduction and case analysis. The results of this study found that when the paternalistic leadership of indigenous NPO runs the tribal industry in the way of value co-creation, it should appropriately strive for and operate social and psychological capital, so as to strengthen the spiritual power of the organization and its members to promote sustainable development in the absence of material resources and external assistance.
