泰國的次區域經濟合作戰略可說是國家整體經濟發展戰略的重要一環，而帶動經濟高速成長、從而促進充分就業、提高國民收入、改造整體國民經濟結構、逐步建立經濟均衡發展的社會經濟結構則是泰國經濟發展戰略的目標。自二次大戰結束以來，泰國政府受到傳統西方發展經濟學的影響，乃採取優先發展工業化的經濟發展戰略，導致產業部門及空間經濟的不均衡發展。1980年中期以來，有鑑於印支半島的社會主義國家為朝向市場經濟轉型，而採取門戶開放政策，作為印支半島的核心國家，泰國認為必須強化其與鄰國間的經濟關連以調和國內的區域發展，透過偏遠地區的工業區、邊境經濟特區的設置，再結合次區域經濟合作計畫的推展，以達到國內、外相互帶動發展的最佳效果。同時，也可以緩和偏遠地區因過去經濟資源不足而導致貧窮所引發的諸多不滿。更重要的是，透過次區域經濟計畫的推展，泰國將可充分發揮其在地緣戰略構圖上的中介角色。
Since the end of the World War Ⅱ, Thailand’s economic development strategy has been characterized as centralized economy and emphasized export-oriented policy. From 1960s to the mid-1980s, the unbalanced pattern of its economic development has caused Thailand’s national spatial development to become an obvious core-periphery structure. In order to efficiently enhance the economic growth in rural areas, Thailand began to focus on the deconcentration of economic activities. In the meanwhile, the wave of regional economic integration arose rapidly, and Thailand’s neighboring countries also tried to carry out the open policy. These changes had provided a good opportunity for Thailand to make closer economic relations with its neighboring countries. By early 1990s, there were several sub-regional economic cooperation programmes initiated. In addition to the economic interests, this paper also deeply concerns about some geopolitical implications on Thailand’s participation in sub-regional economic cooperation programmes as well.
