The researcher has been engaged in fire fighting for many years. In respect that the compound disaster has been becoming more and more serious in recent years, the manpower in relieving disaster is insufficient. Within the limited resources, how to integrate government and private organizations, and effectively utilize the third-party fire fighting in relieving disaster and helping the disaster victims has been the researcher's main concern. Typhoon Morakot in Taiwan, Great East Japan Earthquake, and Hurricane Sandy in America all brought serious damage. The government and private organizations, community, and the mass together dedicated to relieving the disaster. However, is there anything in these disaster-relief experiences needs to be improved and altered? Or has the government and organizations (third-party fire fighting) been well integrated? This is what the researcher is going to give a closer examination on.
