本文聚焦於新加坡的族群關係，探究新加坡的族群組成與變化，並檢視其族群政治與政策安排。新加坡獨立建國於 1965年，是一個華人為主體的城市國家，也是一個移民的多族群國家，面積僅約有 710平方公里，而總人口約五百多萬，包含了華人（74%）、馬來人（14%）、印度人（ 9%）、其他族裔（ 3%）等四大族群。新加坡各族群間涵蓋了語言、宗教、國籍來源、階級等層面的差異，因此新加坡政府在族群政上特別「正視」這些差異的存在，並落實於語言與住宅政策等層面。新加坡的族群政治最獨特之處在於，以華人為主的彈丸之島，竟可獨立建國並蓬勃發展於馬來民族的世界裡。此外，新加坡政府也於法規與政策上，明確承認馬來人原住民族的地位，並透過政策予以落實。綜言之，即使有論者認為新加坡還不夠民主，但從其多元文化政治的政策產出來看，新加坡的統治群體其實已有相當程度的多元文化主義素養。

Singapore, gained independence in 1965, is a multiethnic democratic country that has about 40% of residents who are foreigners. Among all Singapore’s population, roughly about 74% of residents are of Chinese, 14% of Malay, 9% of Indians, while Eurasians and other ethnic groups form about 3%. The main purpose of this paper is to explore how Singapore manages its ethnic cleavages while enjoying its cultural diversity. Multicultural practices that ensure equal treatment and respect of all ethnic groups are identified as key factors to Singapore’s harmonious ethnic politics. Important multicultural policies, such as language policy, housing policy, and indigenous policy, are explored and discussed.
