本文主旨為透過系統性文獻檢閱與分析，描繪國際的都市氣候治理研究內容，並指陳台灣氣候治理研究與國外的接軌與落差。在台灣，有約73%的居民居住於具3種以上天然災害風險區域。都市的人類活動、土地使用、基礎設施、都市治理等，均因氣候變遷而遭遇新的衝擊。然而，台灣既有都市治理的研究仍無法提供完整的氣候變遷治理建議。多數研究成果為政府的科技計畫；而與氣候治理相關的研究成果，則較偏於國外經驗之介紹。本研究指陳國內氣候治理研究及氣候治理政策內容與國外之圖像與差異。本研究亦建議，台灣應增加氣候變遷在社會人文面向的科研投資。
This study determines whether a research gap exists in terms of urban climate governance in Taiwan relative to the global trend via a systematic review of urban climate change literature and that of closely related fields. Roughly 73% of Taiwan's residents live in areas prone to natural disasters. Human activity, land use, infrastructure and governance in urban areas face new challenges, including those posed by disasters of increasing severity due to climate change. However, discussions in Taiwan are not comprehensive. Most rely on international experiences and theories, or technical reports from government. Hence, this study identifies the missing link in domestic climate change research and urban governance relative to global tendencies. Relevant research topics for the human dimensions of climate change are suggested.
