在二十一世紀，傳統建設工法恐無法完全解決當前氣候風險議題，惟有進一步了解社會層面之脆弱性，並強化其回復能力，才能妥適地建構整個災防體系。本研究透過文獻檢閱與蒐羅，發現國內外學群針對都市氣候風險之社會面向研究，存有三點落差：第一，國外學者在指標之探究可歸納出五種類型，相較之下，我國僅可彙整出四種分類；第二，國際間關於都市氣候風險指標面向之類型：單一討論災害、脆弱度、回復力，包裹式論述，以及個別談論者。國內未出現與學者Mehrotra將災害、脆弱度與回復力三者分開討論之研究著述，致使無法進一步比較與國際研究現況之差異；第三，學者Mehrotra雖已提出風險的三個構面，但卻未進一步建置和其構面相對應之指標內涵。爰此，吾等將Mehrotra之風險架構圖予以轉化，構築一將災害、脆弱度、調適與氣候政策等要件各自分述之都市氣候風險評估指標體系。除聚焦於彙整指標之外，吾人更應注意各指標項目所指涉之政策意涵，以作為台灣未來建構與檢視實際政策作為之基石。
In the 21st century, traditional method of construction workers fear not completely solve the current climate risk issues, only to learn more about the social dimension of vulnerability, and strengthen its ability to respond to the entire prevention system. This study reviews and compares international and domestic literature related to the social aspects of climate change. It is important to find out that the construct of indicators of disasters determining indicators of disasters is important; as is areas of vulnerability, adaptation, and resilience. Comparing international and domestic research in the emerging field of urban social issues related to climate change can identify research gaps. These research gaps are likely extremely important to prioritizing future studies that assess climate change-related social problems, and we should pay attention to the policy implications of the various indicators and the feasible strategies of Taiwan's central and local governments that combat climate change.
