This study explores the higher education quality assuranc and policy practices on cross-strait and international perspectives by literature review method. The conclusions of this study as follows: 1. The character of higher education quality retain multiplicity, recycle feedback, movement development and advance. 2. To ensure higher education quality becomes the government’s policy. 3. To educate the human sources of character and international mobility which is the base plan of improving higher education quality round the world. 4. To build the relationship and balance structure for quality assurance in the government, university and society. 5. To make the core of higher education quality assurance is the quality assurance of learning and teaching in educating human sources.
