在探討兩部定價策略的相關文獻中，有一些文章在效用函數不是準線性的設定下
，仍用消費者剩餘作為副利衡量指標，其結論的正確性令人懷疑。本文以其中兼顧公平與效
率的 Feldstein （ 1972 ）模型為對象， 改採間接效用為副利衡量標準，獲得不同結論。
惟有在所得的邊際效用是常數且商品的所得效果為零時，兩種福利衡量方式獲致的結論才必
然完全相同。究其癥結，前者在於消費者剩餘是以貨幣為衡量單位，而間接效用是以效用為
度量單位，當兩者的轉換媒介所得邊際效用不是常數時，同一消費者的滿足水準在社會福利
函數中所占的比重， 會因衡量方式的差異而輕重不同，進而影響最適定價策略。 後者在於
Feldstein 設定個人需求為所得，而非支付固定會費後淨所得的函數，在所得效果不為零時
，造成不正確的消費者剩餘衡量方式，進而影響結論的正確性。

Among the existing literature on two-part tariffs, some studies use
consumcr's surplus as the criteria of welfare measurement even if the utility
function is not quasi-linear. Based on Feldstein's (1972) model characterized by
both equity and efficiency, this paper alterntively adopts indirect utility to
measure social welfare, and finds some conclusions which run contrast with those
of previous studies.
