　　　　　一個落後國家，為了追求國民生產毛額或每人國民所得的快速成長，往往忽視環 境品質的維護與改善，而長期忍受公害與污染。不過，隨著每人國民所得水準的提高，一般 人所願意忍受公害與污染的程度則有遞減的趨勢，環境污染問題也會愈來愈受重視。而如何 兼顧經濟成長與環境品質的維護，已經成為當前臺灣所面臨的重大問題之一。經濟成長與環 境品質呈現的是何種關係？環境品質的維護對經濟活動有何影響？環境品質要求的提高對我 國未來產業結構的衝擊和調整又是如何呢？為了分析這些問題，本文試圖建立一個多目標多 部門規劃模型， 來探討經濟、環境和能源的互動關係。 我們利用互動妥協規劃法，並納入 1989 年臺灣現況資料， 模擬臺灣經濟、環境與能源的互動關係，及其對產業生產、就業與 資源配置的影響效果。
　　　　　In this paper, a multi-objective multi-sector programming model is constructed and is applied to analyze the interactions of economic-environmental-energy policy issues in Taiwan. The interactive compromise programming approach and simulation technique are applied to investigate the effects of economic-environmental-energy interactions on industrial production, empolyment and resources allocation. Empirical results basing on Taiwan's data in 1989 are discusses and some comments on the limitations of the analysis and suggestions for further work are included.
