This paper explores a new paradigm on community environmental planning for Taiwan. First the authors define the meaning and context of community. The authors then examine community environmental problems, due both to the emphasis on economic growth and the neglect of environmental assessment. In the third part of this paper, the authors discuss the relationship between ecology and community. The fourth section layouts five values of effective activism for ecological communities (decentralization, sustainable development, personal and global responsibility, grassroots democracy, and community-based economics). Based on the Ecologically Integrated Planning concept, the fifth section proposes healthy attitudes and sustainable development principles for ecological community building. The last part is the conclusion.
