1994年的省市長選舉，不僅在台灣政治民主化過程中扮演重要里程碑，而其選舉過程所帶動的選民參與和情緒，亦是前所未有的。本文企圖探討選民在省市長選舉中投入各項競選活動之情況，以及企圖去解釋民眾為何會參與各項競選活動。 本文研究結果發現，動員是促使選民參與各項競選活動相當重要之因素。黨部、候選人、社團、親戚等管道之拉票，皆會促進民眾之參與。社團在此次選舉中亦扮演相當重要之角色。 此次選舉，省籍意識不斷的被激化，而從本研究亦發現，設籍台北之大陸省籍人士確實參與競選活動之程度較高。同時，具有「台灣意識」者，其參與程度也較高。在個人背景方面則以教育程度高者以及男性選民參與程度較高。 心理涉入感在此次選舉亦是促進選民參與各項競選活動很重要之因素。經常和朋友討論政治者以及政黨認同感高者較熱烈參與。更重要的是，地下電台的動員激起不少選民之熱情，而紛紛投入各項競選活動。
