題名:以特殊教育指標為本位衡鑑臺灣地區國民中小學啟智教育的發展

     本文主要目標有二,一為建構特殊教育指標,另一為據此等指標評估臺灣地區國民中小學啟智教育的發展。前者係綜合相關文獻而得,後者則依前項指標系統依自編「我國臺灣地區國民中小學啟智教育現況調查表」進行調查,揭示研究所得之結果。最後提出兩項建議,第一、為了符應特殊教育指標進行評估,需聚集為期10~15年的時間系列資料,方易呈現其價值。第二、特殊教育指標的細目,宜視階段的需求,而豐富其內容,方較易週全。
     The purpose of the article was to construct special education indicators by literature review, and to assess development of education for mentally retarded of Taiwan elementary and Junior high schools by self-constructed Questionnaire based on special education indicators. The article artcle presented two suggestions in addition to conclude survey data. Firstly, to expose valuable results, any assessment on special education needs to collect time-series data at least included 10-15 years. Secondly, items of special education indicators has to be enriched and extended dependent on needs of developmental stages.
