The purposes of this study was to use for National Science Council construct completed to special education indicators be informed about current situation of gifted and handicapped education. In fact the main result of this study are as follows: 1. To examine the existing conditions of gifted and handicapped education use possible to special education indicator from context, input, process and product. 2. Current situation of gifted and handicapped education must be improvement through aspects of policy, practice, effort-exam and trend. Suggestions are as follows: (1) Promote qualitative and quantitative researches of gifted and handicapped education equally. (2) Distribute education resources according to prevalent rate of gifted and handicapped student. (3) Enforce the regulation of pre-service and in-service training to gifted and handicapped teacher. (4) Put stages equalizer development of gifted and handicapped education into consideration. (5) By a wide margin compose to gifted education used for several of government programs.
