策略是組織為贏得全盤勝利而做有關未來走向的決定，而策略管理則是以策略為 核心的管理型態，它除了具有傳統管理過程中所重視的規劃、組織、引導和控制等功能外， 更重視相關環境的改變而預做處理因應，不但可以協助組織未來走向發展，更可促組織遠大 目標的達成，值此環境丕變之際，此一在工商企業界中已行之有年的概念模式實值得參酌， 故擬加以企紹，並試論述其在學校經營之應用。本文首先論述策略管理的基本概念，並闡述 其本質 - 策略規劃，進而提出策略管理的模式及運作， 而後探討其在學校經營上應用之可 行性，發覺在國外已有成功案例，而只要配合組織特性稍做調適，應具有可行性，因此進而 參酌相關模式及文獻，論述其在學校經營上的應用，主要是從觀念及做法等兩方面提出一些 建議。一、在觀念方面：(一 ) 要有系統前瞻的眼光來看學校經營問題並適切調整組織運作 ，以確保各項行事順暢。(二 ) 校長應認清自我值價及角色，了解並體認策略管理之重要性 。(三 ) 確認情報系統的重要性並加建立，以蒐尋並獲取正確、完整的內外資訊供參。二、 在實際作法方面：(一 ) 策略分析 (包括環境、資源、組織文化等方面的分析 )。(二 ) 策 略選擇 (包括變通方案及選項的產生、評鑑與選擇等 )。(三 ) 策略實行 (包括規劃與分配 資源、調整組織結構、與建立人和系統制度等 )。總而言之，策略管理具有前瞻性、系統性 、統整性和重視資訊等的特性，並能點出最高層主管的角色任務，這些都是當前學校經營上 所亟待注意的，故希望由此觀念的引進，讓各學校主管都能體認此一為學校求得生涯發展的 重要性，並在實際作為上有所踐履，以讓學校的經營上能更加順利。

(Strategic management is a type of management about the use of strategies) It deals with not only the traditional planning, organizing, guiding, and controlling management procedures, but also the change of environment. It helps an organization to achieve its developmental goals. We live in a changing era. Effective use of strategic management can improve the outcomes of a business. This article is intended to introduce what the strategic management is as well as its application in a school setting. First, the author states the basic concept of strategic management and discusses the essentials of strategic planning. Then the author discusses some models of strategic management and its possible application in school management. Finally, the author proposes some stragegic management notions and pratices for school management settings. They indlude: 1. Its notions: (1) The principal must handle school matters in a systematic way. (2) The principal must recognize his/her role as a school manager. (3) The principal must recognize the importance of information system in school management. 2. Its practices: (1) School stragegy analyses (which includes environment, resource, and organization cultures) (2) School stragegy choices (which includes making appropriate choice in evaluation) (3) School stragegy implementation (which includes planning and dividing resources, organization structure, and human system) In sum, strategic management has the systematic, integrated, and long-ranged merits in management as well point out the role and responsibility of the organization top leader. These are of great value for current school management. School management practitioners can utilize management strategies in dealing with school matters.
