　　　　　從公共政策理論與實務的變遷來看，中央與地方垂直權限的劃分，已經有走向分權化、地方化的趨勢；本文首先從理論與實務發展上探討地方主義的崛起，指出地方政府在消費者主義浪潮下，公共管理典範將面臨本質上的變遷；其次，從中心論與邊陲論的角度剖析我國地方自治的發展經驗，從財政權、人事權與組織權三方面，指出目前地方政府在公共政策過程中的困境；最後則呼籲應以合夥途徑化解公共政策過程中「中心論」與「邊陲論」的糾葛，共同創造全民導向的公共政策。
　　　　　The widespread power stuggle between central and local government has been well-known in Taiwan. The vertical separation between central and local power is toward localized and decentralized tendency. First of all, this essay explores the background of localism based upon the theory and experience of western countries. Local government is increasingly playing pivotal role in the national politics, from a peripheral position to a central one. Under this situation, local government has to change its governing paradigm from public administration to consumerism-oriented public managment. Second, the development and problems of local government in Taiwan is depicted from aspects of financing, employing, and organizing power. In conclusion, the author urges to adopt a cooperative approach to mediate the conflicts between central and local government.
