　　　　　有關政府預算的評估研究大體上可分為兩大方向，亦即（一）針對政府財務資源之實質分配的影響評估(如張錫惠，民88;林本炫，民88;蘇進強、陳國雄，民88；張文川，民88)，以及對於（二）預算制度的設計所產生的對於行政機關以及其他利害關係人之行為影響的探討（如Wildavsky 1992；徐仁輝，民88；施能傑，民87）。本文採用第二類研究的思考架構，建議應將評估研究的主要焦點置於制度的設計，以及制度對於其中關係人之行為的影響，以進行我國政府中程計畫預算制度之執行經驗的實證以及比較性研究。 　　為提供一個評估當前行政院之中程施政計畫預算制度改革的適當架構，本文首先分析近代各國之公共策略規劃以及績效預算制度改革的內涵，以提供比較近代各國計畫預算制度的共同基礎。其次，本文根據績效預算制度特殊的內涵，解釋進行績效預算制度的評估所應探討的議題。最後，本文經由當代各國有關績效預算制度之評估研究的整理與分析，提供五個續效預算制度的重要影響面向叫乍為未來我國研究者探討新制度之影響時，設計評估架構的參考。
　　　　　In general, research on public budgeting has progressed in two directions. First, there has been evaluation research on the distribution of public financial resources. The second type of evaluation focuses on how the design of a particular budgeting system influences the behaviors of public administrators and the other political stakeholders. This paper agrees with the second school of authors. It recommends that in order to understand the dynamics of a budgeting reform, the research focus should be placed on the institutional design of the budgeting system, and its potential behavioral influences on the important actors within the system. To provide a systematic way to understand the medium-range planning and budgeting system currently promoted by the Executive Yuan, this paper first seeks to define performance-based-budgeting by analyzing several major budgeting reforms undertaken by many western countries since the early 1990s. This paper addresses some of the unique characteristics of public strategic planning and performance-based-budgeting, and the analytical challenges posed by them. Finally, through reviewing evaluation research on the implementation of performance-based-budgeting conducted in the U.S. and Australia, this paper suggests five analytical dimensions based on which future researchers may further explore the dynamics of the new planning and budgeting system.
