為了成功地改革學校教育,改進教師的專業教育是必要的。教師專業教育的根本性變革,需要建立師資培育機構與中小學的夥伴關係,加強理論與實踐的結合,同步提升師資教育及學校教育之品質。盛行於美國的專業發展學校,即代表利用夥伴關係策略影響師資培育方案的樞紐要件。然而,師資培育機構與中小學夥伴關係的發展,並非是一個簡單的過程,而是有賴於這兩個不同文化專業社群的對話與協作。在教育改革的過程,要使專業發展學校獲得成功,其重點在於尋繹專業發展學校的特徵及其運作歷程。本文探討專業發展學校的理念與實務,一方面分析專業發展學校的起源、目的、特性與類型,另一方面也檢視專業發展學校的實際運作。至於本文主要的政策意涵,則在於提供專業發展學校作為台灣師資教育改革的基礎,同時強調師資培育機構與中小學夥伴關係的建立,可以作為學校重構與師資教育改革的促動機制,從而增進職前教師與在職教師的專業發展。
